Securing a Smoke-Free Future: RAID Gambia Champions Comprehensive Tobacco Control Act

RAID - The Gambia (African Network for Information and Action against Drugs) secured funding from the African Capacity Building Foundation (ACBF) to spearhead the passage of the comprehensive tobacco control bill in The Gambia over the ensuing two years. Through relentless advocacy efforts, RAID led the charge, guiding the bill through legislative channels and culminating in the establishment of one of the most comprehensive tobacco control laws in both The Gambia and Africa. The Gambia's commitment to tobacco control dates back to the enactment of the Public Smoking Act in 1998, although its enforcement didn't commence until October 2010. Subsequently, the Advertisement Law, banning the promotion, sponsorship, and advertisement of all tobacco products, was passed in 2003. In June 2007, The Gambia ratified the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) and later issued directives on packaging and labeling of tobacco products, effective October 2010. Despite these legislative strides, existing laws fell short of full compliance with FCTC provisions, necessitating the passage of a more comprehensive law. On December 20, 2016, the Gambian Parliament celebrated the passage of the Comprehensive Tobacco Control Act. Despite challenges faced during the enactment process, the comprehensive tobacco control act was eventually assented to by the former president on December 30, 2016, marking a significant achievement for all stakeholders involved in tobacco control in The Gambia. RAID - The Gambia played a pivotal role in leading advocacy and raising awareness for tobacco control issues, providing support to the Ministry of Health & Social Welfare and the Inter-ministerial Committee. The Comprehensive Tobacco Control Act of The Gambia stands as one of the most comprehensive laws in the Afro region, encompassing provisions for the establishment of a Tobacco Control Committee, creation of smoke-free environments, comprehensive bans on tobacco advertising, promotion, and sponsorship, regulations on packaging and labeling, restrictions on sale, supply, and use, as well as protections against the commercial interests of the tobacco industry, among others. Despite progress, tobacco use remains a concern, especially among youth, as assessed by the World Health Organization. It is recognized as a risk factor for numerous non-communicable diseases. The effective implementation of this tobacco control act is vital to mitigate the burden of tobacco-related illnesses. As a key partner, ACBF remains committed to supporting RAID - The Gambia in the successful implementation of the comprehensive tobacco control act, leveraging experiences from other ACBF-funded projects to ensure impactful collaboration and progress towards reducing tobacco use and related diseases in The Gambia.
